LONDON - The head of equestrians world governing body is defending the decision to disqualify a Canadian riders horse at the London 2012 Olympic Games. Tiffany Fosters horse Victor was found to have hypersensitivity in his left front leg due to a small scratch shortly before Sundays team competition. While Canadian officials have argued Victor was fit to compete, FEI secretary general Ingmar De Vos said he believes disqualification was the right decision. "Disqualification of an athlete will always spark speculation, but in the case of Tiffany Fosters horse Victor the protocol established very clearly that this was an obvious case of hypersensitivity," De Vos said in a statement Thursday. "This was a unanimous decision, supported by four highly qualified veterinarians who specialise in testing for hypersensitivity using a system that has been monitoring FEI competitions since 2005." Canadas appeal of the decision was denied and a devastated Foster was knocked out of London 2012, enraging her teammates. Canada went on to finish fifth in team jumping. The issue of hypersensitivity has followed international show jumping for years, since capsaicin — the main ingredient in chili peppers — can be used to make a horses legs over-reactive to touch and thus jump higher. Several jumping horses were disqualified at Beijing 2008 for testing positive to capsaicin. However, jumpers in competition can easily get small leg cuts, and the tests for hypersensitivity dont distinguish between heat in a leg caused by a minor sore or by a foreign substance. The Washington Capitals have named Tim Hunter the teams assistant coach, vice president and general manager George McPhee announced. Hunter, 51, has coached 1,041 games in an assistant role during his 13-season NHL coaching career. The former Stanley Cup winner was an assistant coach under Ron Wilson in all 13 previous seasons, including five years behind the Washington bench (1997-2002). Hunter helped the Capitals reach the Stanley Cup Final in 1998 and the team reached the postseason in three of his five seasons with Washington, compiling a record of 192-159-51-8 (.dddddddddddd540 percentage). Hunter coached current Capitals head coach Adam Oates, associate goaltending coach Olie Kolzig and assistant coach Calle Johansson during his tenure in Washington.      The Calgary, Alberta, native has a career coaching record of 499-394-70-84 with Washington, San Jose (2002-2008) and Toronto (2008-2011). As a player, Hunter played 16 seasons (1981-1997) in the NHL for Calgary, Quebec, Vancouver and San Jose. ' ' '
